Description
Summary:
This position is responsible for developing and administering all levels of a credit/non-credit program. Develops policies/procedures for operation of program. Responsible for program success through marketing and enrollment. Prepares new program and course development proposals and documents according to approved processes. Provides support of new program development activities with staff to ensure start-up instructional needs are met.
Essential Job Functions:
Conduct local, regional, state, and national labor market analyses for new technical program and course development to document workforce demand in a timely manner as assigned by the immediate supervisor.
Prepare appropriate documentation in a timely manner to support new program and course development consistent with established policies and procedures of the Division, Texas adopted skill standards and the Texas Higher Education Coordinating Board where appropriate.
Identify new and emerging workforce needs in the community, region, state, and nation.
Provides coordination and department budget management for new programs and courses under the direction of the CEO.
Implements CARF standards in all WFD programs and service delivery.
Develop and Monitor compliance with appropriate state and regulatory agencies and maintain appropriate records of compliance.
Attend and participate on appropriate program advisory committees.
Actively promote relationships with business and industry, Independent School Districts, local workforce development boards, and practitioners to serve clients and market workforce development programs and courses.
Engage in speaking at civic events to describe opportunities for workforce development, educational programs, and corporate training initiatives.
Participate as an active team-member of the division.
Participate in professional development activities.
Provide excellent customer service to both external and internal customers.
Other duties as assigned.


Skills
Bachelor’s degree in Vocational Rehabilitation, Education, Public Administration, Human Services, or other related field (Master’s preferred)
Proven ability to develop new curriculum in training, education, and rehabilitation in alignment with community needs
Five years leadership experience including senior leader team interaction and director/staff supervision of multiple off site programs
Financial reporting competence at a minimum $3 million level
Ability to establish rapport with community partners
Demonstrate excellent oral and written communications skills
Demonstrated proficiency in Word, Excel, Power Point, Access and experience helpful with other Social Services Tracking Software
Grant writing experience helpful
Demonstrated skills in developing WFD programs, creating curriculum and lesson plans
Exhibits natural leadership ability
